Camera sounds against spy photos

Following South-Korea and Japan, the United States also wants to pass a law that would ban mobile phone manufacturers to allow users turning off camera sounds. Phones, capable of taking high-quality images, are in most cases easy to mute and then it's hard to judge if a user is typing a message or taking spy pictures of someone else. According to the project from New York, phones' camera need to have sounds that can be clearly heard in a range and cannot be turned off. The bill strangely addresses only phones, it would allow standard digital cameras to work mute and it regulates only picture taking, videos could still be recorded mute...
