    It is an application found in the official Software Development Kit, it is called: 'NP Commerce Sample' it is used to test entitlements/service entitlements on the PlayStation Store. Officially: "This sample shows how to use the NP Commerce library, the NP Commerce Dialog library and Commerce Web API."

    A service entitlement is a license that is linked to no actual download, e.g. microtransactions and consumables.

    There is no use for the app besides testing entitlements directly linked to it, considering that it was removed it's likely no entitlements will ever be available to test.

    Why this is on the final PSN environment? No idea, probably there's a drop down for submitting applications on the store and whoever approved it accidentally did so on the final environment (np) instead of their internal testing enviroment (e1-np).
    The actual listing had this in the overview description:
    Marketing Copy: Support early server development and integration testing
    Requirement

    A concept has PS4 and PS5 title PS5 title with upgradable package and trial sku PS4 title with standard full game package and sku, on disc
    Like it says there the reasoning for this being on PSN is for early server development and testing, they are testing entitlements on PS5.
