  - az USA másképp értelmezi a dolgokat ( "Austin" érv )
  - az "EDA tools" -on keresztül blokkolni tud bármilyen vállalatot.

Ian Smythe, vice-president of solutions marketing at Arm said, “Following a comprehensive review, Arm has determined that its Arm v9 architecture is not subject to the US Export Administration Regulations,” adding that Arm had informed US government agencies of this conclusion.
  
  That might not be the last word for Huawei. Ultimately, the US government may conclude that Arm’s Austin facility, which contributes to a lot of its high-performance architectures, means that Arm’s IP is sufficiently of US-origin to face export restrictions.

  A license alone isn’t enough to make chips. If Huawei is able to buy an architectural license and does so, it still has no access to the EDA tools it needs and the fabs to actually manufacture a high-end Arm-based chip.

  Aham, csak ebben nincs semmi amirol irkalsz. Az open licensz struktura model nem jelent semmit, hogy ne kerulne a licensz az Nvidia tulajdonaba. Raadasul mint irtam nincs ez a szerzodesben ez az Nvidia kijelentese.

  Nvidia says that "as part of NVIDIA, ARM will continue to operate its open-licensing model while maintaining the global customer neutrality that has been foundational to its success."

  There's no specific reason to think that Nvidia wants to get into the smartphone market—but if it did, Arm ownership would potentially allow it to innovate with its own designs in ways that Qualcomm and other manufacturers who are subject to strict licensing requirements could not. The company might also choose to outright block companies from access to Arm licenses—either on its own recognizance or as the result of pressure from the US government.

  Tech investors Nathan Benaich and Ian Hogarth clearly agree; their 2020 "State of AI" report cites founding Arm investor Hermann Hauser describing the acquisition as leading to significant job losses and adding the company to the USA's "trade arsenal"—making it possible for the US government to block specific companies from access to Arm designs.
